JOB VACANCIES AT UGANDA RAILWAYS CORPORATION

Uganda Railways Corporation (URC) is a body corporate established by the URC Act, cap.331. The mandate of the Corporation is to construct, operate and maintain railway, marine and road services both inside and outside Uganda for the carriage of passengers and goods.

Accordingly URC wishes to recruit a suitably qualified and experienced professional to fill the existing vacancies of Principal Human Resource Officer, Principal Civil Engineer, & Property Management Officer.

  1. Job Title: Principal Human Resource Officer (Scale RG 3)

Reports to: Managing Director

Responsible for: The human resources of the Corporation

Job Purpose: Management of Human Resources and such other duties as may be assigned

Contract Term: 3 years & renewable on the basis of performance

Key result areas: The Principal Human Resource Officer is expected to:

  1. Prepare and update manpower levels.
  2. Maintain and update personnel records through the Human Resource Management System Software
  3. Assist in the coordination of the day-to-day implementation of policies in matters of recruitment, promotions, remunerations, staff training and development, staff welfare, employee relations, and performance management.
  4. Follow up on the implementation process of the performance management system.
  5. Oversee the day-to-day smooth running of all administrative and logistical support areas of URC.
  6. Provide support in the administration of staff welfare, remuneration and benefits.
  7. Ensure safe custody of relevant employee records.
  8. Collect, collate, analyse, and maintain up to date human resource management information system.

Qualifications & Experience:

The ideal candidate should possess:

  1. A Bachelor’s Degree in Business Administration (Management), or Organizational Psychology, or Human Resource Management, or Social Work and Social Administration.
  2. Masters degree in Human Resource Management / other Post Graduate qualification in Human Resource Management is an added advantage
  3. A minimum of five (5) years post qualification experience
  4. Membership to the Human Resource Management Association of Uganda

  1. Job Title: Principal Civil Engineer (Scale RG3)

Reports to: Chief Civil Engineer

Responsible for: Civil Engineers, Permanent Way Inspector(s) and Assistant permanent Way Inspectors.

Job Purpose: Deputise the Chief Civil Engineer and responsible for the permanent way.

Contract Term: 3 years & renewable on the basis of performance

Key Result Areas:

  1. Assisting the Chief Civil Engineer monitor the railway concessionaire (RVR)’s compliance with the infrastructure concessionaire obligations (by regular inspection and other methods) and regularly reporting thereon.
  2. Ensure that speed restrictions imposed on line are published in the traffic notice, attending accidents and incidents reported by RVR (where applicable) along the line for verification;
  3. Manage the staff under his supervision for effective service delivery, efficiency and economy;
  4. Regularly inspect all the Corporation’s non-conceded infrastructure, plant and machinery to assess their condition and to determine their rehabilitation, repair and/or maintenance requirements;
  5. Review existing track maintenance and design standards so as to incorporate new innovations for continuous improvement;
  6. Continuously update the existing railway network inventory with improvements as necessary;
  7. Prepare inputs for Civil Engineering Department’s annual work plans, annual procurement plans and annual budgets;
  8. Participate in the procurement processes for works, supplies and services from preparation of statements of requirement/ToR, evaluation, contract award to contact management and supervision in accordance with the PPDA Act;
  9. Process applications for level crossings and railway sidings including liaison with RVR (where applicable) and carrying out the necessary engineering design work;
  10. Manage way leaves ensuring that among other things – you maintain a way leave register, only those that are essential are granted and that the granted way leaves are constructed, operated and maintained in accordance with the respective way leave agreements;
  11. Train and mentor the trainee civil engineers;
  12. Prepare and submit reports to the Chief Civil Engineer.

Qualifications & Experience:

The ideal candidate shall:

  1. Possess a Bachelor’s degree in Civil Engineering or its equivalent from a recognised institution.
  2. A relevant Master’s degree from a recognised institution is an added advantage.
  3. Membership of the Uganda Institution of Professional Engineers (UIPE) and registration with the Uganda Engineers Registration Board (ERB) is a must.
  4. Have work experience of at least ten (10) years as a civil engineer with a busy public-or private sector organisation involved substantially in the planning, design, construction, rehabilitation, repair or maintenance of civil engineering facilities. Three of the ten years must have been at a Senior Level.
  5. Experience with a railway organisation and permanent way (railway track) engineering experience will be an added advantage.
  6. Be highly computer literate with excellent knowledge of Microsoft OFFICE, Microsoft PROJECT and Autodesk AUTOCAD.
  7. Have good working knowledge of the Uganda Public Procurement and Disposal of Public Assets (PPDA) law and regulations. Basic knowledge of the procurement rules and procedures of at least one of the major multi-lateral funding agencies (World Bank, European Development Fund, African Development Bank, etc.) will be an added advantage.
  8. Have excellent writing skills.
  9. Have the ability to work under pressure in order to meet tight deadlines.
  10. Job Title: Property Management Officer (scale RG5)

Reports To: Principal Property Management Officer (PPMO)

Responsible For: Senior Estates Assistant, Estate Assistants

Job Purpose:To assist the PPMO in planning, organizing, directing, and coordinating the Corporation’s Property Section by managing and implementing the Corporation’s Property Strategy.

Contract Term: 3 years & renewable on the basis of performance

Key Result Areas:

  1. Assisting the PPMO to manage the Corporation’s property to attain the set objectives.
  2. Directly responsible for interfacing with tenants, responding to tenant and building user queries, relaying feedback between landlord and tenant
  3. Participate in the procurement processes from preparation of statements of requirement/ToR, evaluation, contract award to contact management and supervision in accordance with the PPDA Act.
  4. To ensure the Corporation’s statutory responsibilities relating to property, are properly managed.
  5. Prepare inputs for the Department’s annual work plans, annual procurement plans and annual budgets
  6. Assist the PPMO to keep track of issues and contracts relating to property and historic liabilities, including valuations, covenants, external consultants, litigation etc.
  7. Manage the staff under his supervision for effective management of the Corporation’s property.
  8. Any other work assigned to you by your supervisors.

Qualifications & Experience:

The ideal candidate should have the following:

  1. Degree in Land Economics, Land Management, Urban/Physical Planning, Estate Management, or a related field is mandatory.
  2. Post Graduate or Professional Qualification in Real Estate, Project or Facilities Management will be an added advantage
  3. At least 5 years’ experience in property management, preferably in a government department or authority OR at least 3 years’ property management experience in a private sector organization, preferably working on government or donor sponsored projects with high profile clients.

REMUNERATION PACKAGE

An attractive remuneration package commensurate with the qualifications and responsibilities of the position in line with the Corporations’ salary structure.
