EAC RAILWAY REHABILITATION SUPPORT PROJECT – REFURBISHMENT OF KAMPALA-MALABA METER-GAUGE-RAILWAY
The Government of Uganda, with funding of USD 298 million from the African Development
Bank (AfDB), is set to propel the railway sector further. Under this project, several critical activities are planned:
- Component 1: Track Rehabilitation: The goal of this component is to rehabilitate the railway and associated infrastructure to improve speeds and ensure safe and economic movement of trains. The beneficiaries include large and small firms using rail transport for exports and imports and movement of domestic goods; passengers using commuter train to work and to other business and economic activities (40% women).
- Component 2: Rolling Stock and Marine Vessels: The goal for this component is to improve availability of rollingstock to enable URC to serve its customers efficiently and reliably. As above, the beneficiaries include large and small firms using rail transport for exports and imports and movement of domestic goods; passengers using commuter train to work and to other business and economic activities (40% women).
- Component 3: Trade Facilitation and Institutional Support: The goal of this component is to improve governance in the railway sector and improve URC planning and operational capabilities. The beneficiaries will be URC, railway interest- groups, and URC clientele.
- Component 4: Railway Sector Skills Development: The goal of this component is to develop the human resource capacity which will effectively manage the railway sector operations. This will include short term and long-term development of skills in the railway sector. The beneficiaries will include URC as its workers will receive the necessary skills training in various disciplines (40% women).
- Component 5: Climate change and resilience building: The goal of this component is to improve the resilience of the railway infrastructure to flooding; apply nature-based solutions (Nbs) to sequester CO2; and train URC staff in climate change risk analysis and solutions.
- Component 6: Gender and Social Infrastructure: The goal of this component is to mainstream gender in the project based on gender gap analysis in the sector and in the communities who will be affected by the Project and to ensure that such communities especially women (40%) benefit from the jobs that the project will create, business empowerment programs, sensitization of communities in GBV and put in place measures to protect the community from GBV.
- Component 7: Compensation and Resettlement: The goal of this component is to provide resources for the implementation of the Resettlement Action Plan (RAP) and to support consultancy services to manage the RAP activities.
- Component 8: Support to Project Management: The goal of this component is to provide the resources for the consultancy service to manage the project.
